Commissioner of Correction (“On appeal, the petitioner claims that the habeas court improperly (1) rejected his actual innocence claim, (2) concluded that he failed to establish that standby counsel provided ineffective assistance, and (3) dismissed count two of the habeas petition. We disagree and, accordingly, affirm the judgment of the habeas court.”)
