from the judgment of the trial court dismissing his action against the
defendants, the attorney general for the state of Connecticut and four state employees,
in their official and individual capacities, on the grounds of sovereign
immunity, lack of personal jurisdiction due to insufficient service of process,
and mootness. On appeal, the plaintiff asserts that the court erred in
dismissing his action against the defendants in their official capacities because
his allegations fall within (1) an exception to the doctrine of sovereign immunity
and (2) the capable of repetition, yet evading review exception to mootness. We
