DIVISION: Court Support Services
CLASS DEFINITION: This class is accountable for independently providing the full range of advanced clinical support services relative to delinquency and Family with Service Needs cases at one or more Juvenile Matters court locations.
SUPERVISION RECEIVED: Receives general direction from a Chief Probation Officer II or other employee of higher grade.
SUPERVISION EXERCISED: May lead/supervise lower level employees and volunteers/interns as assigned.
EXAMPLES OF DUTIES: In delinquency and Family with Service Needs cases, assesses cases for appropriateness for evaluation and/or referral for treatment, including but not limited to psychiatric, psychological, sex offender, substance abuse, and multidisciplinary evaluations, and psychiatric hospitalization; conducts assessments as directed by the court providing clinical diagnoses and treatment recommendations and/or plans; provides routine and crisis consultation to court personnel; conducts conferences with parents, probation officers, attorneys, and the Department of Children and Families; utilizes mediation and negotiation skills to facilitate agreement on necessary evaluations and the forensic questions to be answered; develops agreements between the parties which provide for the best interests of the child and are judicially acceptable; confers with the presiding judge to discuss case status, mental health issues and court policies and procedures regarding mental health assessments; provides guidance, technical assistance and training for involved parties on mental health issues, assessments, treatments, evaluation procedures, and other social issues related to juvenile delinquency and status offending; when appropriate assists with quality assurance for contracted evaluators, and reviews evaluations for completeness and accuracy; collects and reviews collateral information pertaining to the child and family; contacts parents/guardians regarding scheduled appointments and transportation needs; manages third party reimbursement; attends court hearings as required and prepares and presents oral and written evaluations when ordered; prepares statistical and administrative reports and correspondence related to court operations; develops, maintains and utilizes relationships with community agencies to make appropriate evaluation and treatment referrals for services and to obtain necessary information; may assist in training new Clinical Coordinators; may supervise volunteers or interns in the performance of assessments and case monitoring duties; serves as liaison to public and private agencies; may assist supervisor with a variety of special projects with statewide impact including research projects and data collection; participates on a variety of committees; performs related duties as required.
MINIMUM QUALIFICATIONS REQUIRED
KNOWLEDGE, SKILLS, AND ABILITY: Considerable knowledge of complex behavioral health issues, family dynamics and child development; considerable knowledge of the juvenile justice system and familiarity with forensic evaluation; considerable knowledge of the social, cultural, economic, psychological and legal issues influencing the attitudes and behaviors of clients and their families; knowledge of relevant state and federal laws, statutes and regulations pertaining to delinquency, status offenses, and the Department of Children and Families; knowledge of relevant agency policies and procedures; considerable interpersonal skills necessary to obtain the confidence of judges and attorneys and to effectively negotiate complex issues; considerable counseling skills; considerable oral and written communication skills; computer skills; considerable ability to relate to different cultural and economic backgrounds.
EXPERIENCE AND TRAINING
General Experience: Licensed or license eligible in Connecticut as a physician, psychologist, social worker, psychiatric nurse practitioner, professional counselor or equivalent and three years of professional experience in child/adolescent mental health or forensic mental health.
SPECIAL REQUIREMENT: Incumbents are required to have a valid Connecticut motor vehicle operator’s license and a motor vehicle available for daily use.
WORKING CONDITIONS: Incumbents may be exposed to some risk of injury from assaultive/abusive clients; may be exposed to disagreeable conditions when interviewing detained clients.
