DIVISION: Office of the Chief Court Administrator

CLASS DEFINITION: In an Information Technology (IT) environment, this class is accountable for working at an advanced level performing complex and technical support work.

SUPERVISION RECEIVED: Works under the supervision of an employee of higher grade.

SUPERVISION EXERCISED: May supervise staff as assigned or act as a team leader.

The intent of the listed summaries is to give a general indication of the level of difficulty and the responsibility common to all positions in the class.


Audio/Visual Multimedia and Courtroom Technology: Provides complex software and hardware support for multimedia presentations, including creating, planning, designing, testing and operating teaching products and aids for use in executive-level training programs; provides complex technical and administrative support for courtroom and judges’ chambers audio/visual and telecommunications systems, including installation, operation, problem diagnosis, repair and maintenance.
Special Experience Required: Prepared, planned, designed and operated multimedia teaching products and aids for use in executive level educational programs; or designed and technically administered audio/video systems including visual conferencing.

Business Analysis: Manages complex system and project requirements; identifies changes to scope and tracks requirements through implementation; defines key business processes and identifies critical paths of the operations; identifies the impact of technology on business processes; working with the project team, proposes, documents and assesses technical solutions to business needs, and verifies and validates complex system specifications; provides gap analyses; translates business needs into systems specifications; provides elicitation and facilitation services.
Special Experience Required: Participated in application development projects providing specifications, documentation, and/or training materials obtained using elicitation and facilitation techniques.

Database Administration: Provides complex level database support and troubleshooting; designs, installs, tunes and maintains integrity of enterprise wide databases; leads integration efforts, transitioning applications to new technology.
Special Experience Required: Supported major enterprise databases including design, creation and tuning.

Desktop Services: Diagnoses and resolves PC and desktop software needs using a variety of diagnostic tools to identify hardware and/or software issues and initiate repairs; rebuilds PCs and reconfigures user specific settings; installs new complex and/or enterprise wide software releases; coordinates installation, modification and maintenance of network components; assists in implementation of network and/or system hardware and software upgrades and/or enhancements; configures and installs terminal emulation software for host connection.

IT Security: Conducts routine and moderately complex IT risk analysis by assessing administrative, technical and physical safeguards; assists in performing IT investigations maintaining chain of custody and forensic analysis; prevents and responds to routine and moderately complex security intrusions.
Special Experience Required: Participated in the selection, development and implementation of industry best practice security policies and technologies to secure an enterprise level network. Led security project initiatives, provided risk analysis and reporting as well as forensic analysis for threat assessment and system vulnerabilities.

Network Support: Designs and implements moderately complex level communication networks; diagnoses and provides problem resolution using network management systems and utilities.
Special Experience Required: Assisted in the design, implementation and management of a major communications network. Provided technical and administrative support for a wide area network (WAN) or network software.

Platform Administration: Performs moderately complex duties related to enterprise wide server, storage and email support; assists in the development of server, storage, and email standards; configures, installs, supports, maintains, upgrades, and may trouble shoot server, storage, and email software, hardware, off-the-shelf packages and operating systems.
Special Experience Required: Assisted in the installation and maintenance of major sub-systems or installed and maintained other host and/or mini-computer systems.

Project Management: Assists the Project Manager or higher level employee in organizing and executing complex technology subprojects and projects; coordinates, monitors & controls and closes projects; schedules and facilitates meetings for planning, coordinating and tracking the design, development, programming and implementation of information systems subprojects and projects; tracks project progress and escalates risks to management for mitigation; produces project status reports for management use.
Special Experience Required: Served as a task coordinator responsible for planning, coordinating and tracking the design, development, programming and implementation of information system project components.

Quality Assurance: Analyzes moderately complex level project documents; identifies the impact of technology changes on current systems; develops test strategies; translates systems specifications, written or derived, into test plans and test scripts; executes test plans and test scripts and documents results and defects; coordinates the resolution of system defects; monitors test plans and verifies that development deliverables are consistent with the systems specifications.
Special Experience Required: Participated in application development projects providing test strategies, test plans, test scripts, testing and/or training materials for all project phases.

Software Development: Analyzes, designs, codes and tests moderately complex software applications, data and reports including business intelligence reports; configures and installs application packages; writes technical program specifications and technical systems specifications; troubleshoots and supports production issues; entry level task coordination in support of project management.
Special Experience Required: Participated in the design, development and support of software applications and reporting.

ALL FUNCTIONAL AREAS: The employee will use complex interpersonal and technical skills to perform and/or participate in the following:
  • Diagnoses system problems and develops and facilitates resolutions;
  • Manages planning, estimating, analysis, design, selection, installation and implementation of new and existing technologies; evaluates new technologies;
  • Tests and evaluates new hardware and/or software; makes recommendations for hardware and/or software purchases; determines interface and utility requirements and creates design specifications; acts as liaison to hardware and/or software vendors, developers, and management; arranges necessary hardware and software availability; oversees hardware and software vendors;
  • Develops and implements network and system security guidelines;
  • Makes recommendations for migration and upgrade directions; trains business or technical staff on new procedures;
  • Conducts system performance analysis, tuning or storage management; conducts technical training programs for IT staff;
  • Acts as project coordinator overseeing other technical staff and support personnel; plans and coordinates projects of assigned staff; reviews work of assigned personnel;
  • Calculates project time and cost estimates; prepares necessary procedural specifications to meet design requirements; defines data flow;
  • Manages project budgets and schedules; reviews work of assigned IT staff and serves as consultant and/or troubleshooter; reviews documentation work of assigned staff;
  • Communicates with business owners and management; facilitates meetings; assists in development of current and future information technology policies, procedures and standards;
  • Participates in Request for Proposal (RFP) process;
  • Implements and executes disaster recovery plans, assists in determining critical applications and personnel, or ensures offsite backups;
  • May perform some or all of the above at the working supervisor level;
  • Prepares correspondence, manuals, business intelligence reporting and documentation as required;
  • Produces status reports;
  • Supports production applications and environments as required;
  • Performs related duties as required.

General Experience: Eight (8) years of experience in information technology (IT), programming, systems/software development or another IT related field with a concentration in the specific area of the position being applied for.
Special Experience: One (1) year of the General Experience must have been at the advanced working level with responsibility for performing a full range of moderately complex technical support functions as highlighted in one of functional area(s) listed above.

Substitutions Allowed:
  1. College training in management information systems, computer science, electrical engineering or related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling six (6) months of experience to a maximum of four (4) years for a Bachelor’s degree.
  2. A Master’s degree in management information systems, computer science, electrical engineering or related area may be substituted for one (1) additional year of the General Experience.
  3. Relevant certification in management information systems, computer science, electrical engineering, project management or related area may be substituted for up to six (6) months of the general experience.

SPECIAL REQUIREMENT: Incumbents may be required to travel within the State in the course of their daily work.
