DIVISION: Office of the Chief Court Administrator

CLASS DEFINITION: In an Information Technology (IT) environment, this class is accountable for performing a range of basic information technology tasks and/or application development.

SUPERVISION RECEIVED: Works under the supervision of an employee of a higher grade.

EXAMPLES OF DUTIES: It is not intended for the applicant to have all qualifications within each area; an applicant may have one or a combination of experience from various sections. The intent of the listed summaries is to give a general indication of the level of difficulty and the responsibility common to all positions in the class.

SPECIFIC FUNCTIONAL AREAS:

Audio/Visual Multimedia and Courtroom Technology: Provides basic software and hardware support for multimedia presentations, including creating, planning, designing, testing and operating teaching products and aids for use in executive-level training programs; provides basic technical and administrative support for courtroom and judges’ chambers audio/visual and telecommunications systems, including installation, operation, problem diagnosis, repair and maintenance.

Business Analysis: Manages routine system and project requirements; identifies changes to scope and tracks requirements through implementation; defines key business processes and identifies critical paths of operations; identifies the impact of technology on business processes; working with the project team, proposes, documents and assesses technical solutions to business needs, and verifies and validates basic system specifications; identifies process gaps; translates business needs into systems specifications; utilizes elicitation techniques.

Desktop Services: Diagnoses and resolves PC and desktop software needs using a variety of diagnostic tools to identify hardware and/or software issues and initiate repairs; rebuilds PCs and reconfigures user specific settings; installs new software releases of routine nature; coordinates installation, modification and maintenance of network components; assists in implementation of network and/or system hardware and software upgrades and/or enhancements; configures and installs terminal emulation software for host connection.

Network Support: Assists in the design and implementation of routine communication networks; assists in diagnosing and resolving issues using network management systems and utilities.

Quality Assurance: Analyzes routine project documents; identifies the impact of technology changes on current systems; assists in developing test strategies; translates systems specifications, written or derived, into test plans and test scripts; executes test plans and test scripts and documents results and defects; participates in the resolution of system defects; monitors test plans and verifies that development deliverables are consistent with the systems specifications.

Software Development: Assists in analyzing and designing, codes and tests routine software applications, data and reports including business intelligence reports; assists in the configuration and installation of application packages; assists with writing technical program specifications and technical systems specifications; assists in troubleshooting and supporting production issues.

Technical Help/Service Desk Analysis: Responds to calls, emails and personal requests for routine technical support; assigns, tracks, and monitors status of new and existing issues using appropriate software as necessary; acts as liaison between other technical staff, users and vendors regarding Technical Help/Service Desk requests; monitors personal computer (PC) performance.

ALL FUNCTIONAL AREAS: In all functional areas, the incumbent will use routine interpersonal and technical skills to perform and/or participate in the following:
  • Assists in diagnosing system problems and developing and coordinating resolutions;
  • Performs installation and implementation of new and existing technologies; assists in the evaluation of new technologies;
  • Tests and evaluates new hardware and/or software; may assist in making recommendations for hardware and/or software purchases; assists in determining interface and utility requirements and uses design specifications; may act as a liaison to hardware and/or software vendors, developers, and management; arranges necessary hardware and software availability;
  • May assist in implementing network and system security guidelines;
  • Assists in executing specific disaster recovery plans;
  • May assist in making recommendations for migration and upgrade directions; may train business or technical staff on new procedures;
  • Assists in conducting system performance analysis, tuning or storage management; may conduct technical training programs for IT staff;
  • May communicate with business owners and management; may assist in development of current and future information technology policies, procedures and standards;
  • Performs and/or assists in the preparation of correspondence, manuals, business intelligence reporting and documentation as required;
  • Produces status reports;
  • Supports production applications and environments as required;
  • Performs related duties as required.

EXPERIENCE AND TRAINING
General Experience: Four (4) years of experience in information technology (IT), programming, systems/software development or another IT related field with a concentration in the specific area of the position being applied for.

Substitutions Allowed:
  1. College training in management information systems, computer science, electrical engineering or related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling six (6) months of experience to a maximum of four (4) years for a Bachelor’s degree.
  2. A Master’s degree in management information systems, computer science, electrical engineering or related area may be substituted for the General Experience.
  3. Relevant certification in management information systems, computer science, electrical engineering, project management or related area may be substituted for up to six (6) months of the general experience.

SPECIAL REQUIREMENT: Incumbents may be required to travel within the State in the course of their daily work.
