DIVISION: Information Technology

CLASS DEFINITION: In the Information Technology (IT) Division, this class is accountable for functioning as a Lead Technologist using knowledge and skills across several IT areas: network, security, platform, applications, cloud, courtroom technology, architectural standards, endpoint management, systems and software development and database administration. This class provides technical leadership and consultation across several of the areas of architecture, requirements gathering, systems and applications programming and integration, database management, development, quality management and operational support of highly complex technologies affecting multiple areas, while providing technical vision to identify issues before they occur. This class has a substantial relationship with business partners, an extensive understanding of their needs and responsibilities, and can envision, architect, and deliver comprehensive technical solutions to meet those needs.

GUIDELINES FOR CLASS USE: Pay group and step placement will be determined by the Chief Court Administrator, based on recommendations from the Executive Director of Information Technology, and will be based on candidate’s skill level and staffing needs of the Branch.

SUPERVISION RECEIVED: Works under the general direction of an employee of higher grade.

SUPERVISION EXERCISED: May provide direct supervision to staff or matrixed project teams as assigned.

EXAMPLES OF DUTIES:

  • Researches and analyzes new technology trends, processes, best practices and standards, and leads the adoption of these into the IT environment;
  • Resolves complex issues that cross a variety of technical disciplines from various areas;
  • Effectively contributes to concurrent multiple complex projects;
  • Leads, reviews, and consults on architectural designs;
  • Researches, designs, analyzes, develops and enhances new and highly complex infrastructure projects in support of branch information systems;
  • Leads the design and configuration of infrastructure systems that optimize information access capabilities and ensures the security and integrity of these systems;
  • Provides consulting across technology areas such as Applications, Business Process, IT Security, Network Architecture, Database Architecture and Platform Architecture;
  • Provides technical leadership to management and mentors individual employees in areas of expertise including architecture, requirements gathering, systems and applications programming and integration, database management, development, quality management and operational support, while balancing the needs of various technical areas in support of business solutions;
  • Provides expertise to others to aid in troubleshooting existing applications and infrastructure environments;
  • Leads or provides extensive input into long-term infrastructure technology strategy development and planning, including the development of a comprehensive disaster recovery plan;
  • Provides extensive input into strategic planning;
  • Leads or coordinates others in the Request for Proposal (RFP) process;
  • May supervise staff indirectly through matrixed project teams or may supervise staff directly;
  • Provides expertise with escalated support issues;
  • Supports multiple projects including complex integration efforts and transitioning applications to new technologies;
  • Leads enterprise wide data modeling and database design, the design and construction of data architectures, operational data stores, and data marts;
  • Communicates clearly and succinctly, both verbally and in written form across all levels of the organization from executive level to staff level, both with technical individuals and business individuals. Provides a balanced message across all levels;
  • Creates and updates documentation for all areas of responsibility including architecture diagrams, infrastructure diagrams, requirements, quality, and project documentation;
  • Prepares correspondence, manuals, status reports and other documentation as required;
  • Leads or participates in interviews and the selection of new staff or the promotion of existing staff;
  • Writes or provides input into performance appraisals;
  • Addresses conflicts and proposes balanced solutions between technical areas, technical and business areas, and individuals on their direct or indirect staff;
  • Performs related duties as required.

EXPERIENCE AND TRAINING
General Experience: Ten (10) years of experience in information technology (IT), programming, systems/software development or another IT related field demonstrating a growing and broadening base of knowledge and experience.

Special Experience: Two (2) years of the General Experience must have been at the expert working level with responsibility for performing a full range of highly complex technical support functions.

Substitutions Allowed:
1) College training in management information systems, computer science, electrical engineering or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling six (6) months of experience to a maximum of four (4) years for a Bachelor’s degree.

2) A Master’s degree in management information systems, computer science, electrical engineering or information technology related area may be substituted for one (1) additional year of the General Experience.

3) Relevant certification in management information systems, computer science, electrical engineering or information technology related area may be substituted for up to six (6) months of the general experience.

SPECIAL REQUIREMENT: Incumbents may be required to travel within the State in the course of their daily work.
