Other Civil Matters - Where to File

If the parties reside in the state of Connecticut, civil cases must be filed in the judicial district where either the plaintiff resides or the defendant resides, with exceptions, see Section 51-345(a)(3) of the Connecticut General Statutes.

If all the parties reside outside of Connecticut, civil cases must be filed in the judicial district where (A) the injury occurred, (B) the transaction occurred, or (C) the property is located or lawfully attached.

For actions involving consumer transactions, small claims matters, housing matters and matters involving land, click here.

For actions by a corporation (except those involving land, consumer transactions or small claims matters - for these, click here):

  • If the plaintiff corporation is a domestic or U.S. corporation, and the defendant is a resident, the civil case must be filed in the judicial district where (A) the plaintiff has an office or place of business, or (B) where the defendant resides.
  • If the plaintiff corporation is a domestic or U.S. corporation and the defendant is a corporation, domestic or foreign, the civil case must be filed in the judicial district where (A) the plaintiff has an office or place of business, (B) the injury occurred, (C) the transaction occurred, or (D) the property is located or lawfully attached.
  • If the plaintiff corporation is a foreign corporation and the defendant is a resident, the civil case must be filed in the judicial district where the defendant resides.
  • If the plaintiff corporation is a foreign corporation and the defendant is a corporation, domestic or foreign, the civil case must be filed in the judicial district where (A) the injury occurred, (B) the transaction occurred, or (C) the property is located or lawfully attached.

For actions for partition or sale, civil cases must be filed in the judicial district where one or both parties reside. If neither party resides in Connecticut, the civil case must be filed in the judicial district where all or part of the property is located.

For actions by a nonresident fiduciary (executor, trustee under a will or administrator), civil cases must be filed in the judicial district that would be appropriate if the plaintiff resided in the town where the court of probate which granted administration is held.
