We
conclude that the Appellate Court incorrectly determined that the city's zoning
administrator had the authority to void the plaintiff's application for a
special permit. We further conclude that the plaintiff could not have appealed to
the board from the action of the zoning administrator because it was not a legal
decision for purposes of General Statutes ยง 8-6, which governs such appeals.
Accordingly, we reverse the judgment of the Appellate Court.")
