Victim Resources

The Office of Victim Services (OVS) contracts with non-profit and public agencies in Connecticut to provide free services to crime victims and their families.

These services include:

  • criminal justice support and advocacy;
  • information and referrals;
  • therapy;
  • group treatment / support; and
  • safety planning.

Funding for contracted victim services is provided by the U.S. Department of Justice, Office for Victims of Crime, Victims of Crime Act Victim Assistance Program, the Connecticut General Fund, and the Criminal Injuries Compensation Fund.

The DCF Careline is staffed 24 hours a day, 7 days a week, to receive and process reports of alleged child abuse and neglect.

Civil Legal Help for People with Low Income [+]

Statewide Legal Services (CTLawHelp.org) (CCADV) External Link
Statewide toll-free referral line: 1-800-453-3320
CTLawHelp.org is a network of not-for-profit legal aid agencies that help people, who have very low income with civil legal problems. Services include legal advice, advocacy, and information on housing issues, disability, employment, and health benefits, immigration, family matters, and legal issues for domestic violence victims, the elderly and juveniles. Services are free. Eligibility depends on your income, family size, assets, and the legal issue. The network does not provide legal help for criminal cases.

CCADV has 18 domestic violence member programs throughout Connecticut to help victims of domestic violence by providing counseling services, shelters, advocacy, referrals, and support groups. All services are free and confidential.

Online Criminal Case Status, Inmate Status, and Sex Offender Registry [+]

Connecticut Department of Correction (DOC), Offender Information Search External Link
The Offender Information Search is an on-line tool that allows users to access information on inmates including prison location, status of the criminal case, sentence, and estimated release date.

Connecticut Judicial Branch, Online Case Lookup
The Case Lookup is a tool that allows users to access information about Supreme and Appellate, civil, family, criminal, motor vehicle, housing and small claims court cases.

Connecticut Sex Offender Registry External Link
You may search for information on a published registered sex offender, including offenders living near your home, work, or school. The information provided on a sex offender includes a physical description with photo, address, criminal offense, and if they are non-compliant with the Sex Offender Registry requirements. You may also register on this Website for e-mail alerts when a published registered sex offender registers within 1 mile of the address you provided.

Connecticut Alliance to End Sexual Violence (formerly CONNSACS) External Link

The Alliance has 9 member centers throughout the state that help adult and child victims of sexual assault by providing crisis intervention, advocacy services, information, support groups, and referrals.

The National Sexual Assault Hotline transfers callers to a sexual assault crisis center in the callers’ area for crisis intervention, advocacy services, information, support, and referrals. The Hotline also provides a secure online Hotline (instant messaging) that provides crisis intervention, support, information, resources, and referrals. Both services are free and confidential and provided by the Rape, Abuse & Incest National Network.

CT SAVIN is a confidential service that gives crime victims and the public information about an offender’s upcoming court case, changes in an inmate’s status, and when a court order of protection is issued, changed, or ends. Notifications are provided in English, Polish, Portuguese, and Spanish.

The DOC Victim Services Unit has 2 notification programs: the Accused Status Notification Program, which provides notification on changes in the status on a pre-sentenced inmate (accused), and the Post-Conviction Notification Program, which provides notification when an inmate is released, escapes, or is scheduled for a sentence review, modification and/or parole hearings.

Crime victims, their survivors or representatives may receive notification when a defendant found not guilty by lack of capacity because of mental disease or defect (acquittee) is scheduled for a hearing, escapes, or is released.

The OVA advocates for victims who believe their constitutional rights were violated and/or have complaints about the service received from a state or non-profit agency.
